Passenger Information Guide

This guide is to provide all passengers with the basic information required for a safe and efficient offshore flight from Quonset State Airport, Rhode Island. Passengers should familiarize themselves with the procedures and adhere to them at all times.

Location and Arrival

Location and facility:

  • HeliService USA – 151 Eccleston Ave, North Kingstown, RI 02852
  • Facility – The passenger terminal is a red and tan modular building. It is well marked with “HeliService USA” and “Offshore Helicopter Transportation” signs. Please note, the associated hangar facilities are for helicopter maintenance and HeliService USA employees only.
  • Directions – Please utilize Google Maps and the above listed address, as the facility is new and may not be accurately marked on other services.

Transportation:

  • Transportation to Quonset State Airport for offshore helicopter transportation is at the discretion of the employee and/or employer.

Parking and arrival:

  • Parking is available for a fee – Please utilize the QR code located on the signs in the respective parking lots. The fees are not covered or managed by HeliService USA.
  • Drop off area – There is a drop-off area for bags and passengers located in front of the terminal. Please minimize standing time in this location.

Permitted luggage

Luggage size and weight:

  • One (soft) bag measuring 60 x 30 x 30 cm / 24 x 12 x 12 in (width x height x depth) should be used for personal luggage. No wheeled or hardcase luggage permitted.
  • Maximum luggage allowed per passenger should not exceed 15 kg (33 lbs).
  • When packing the bag, it is very important to leave room for any garments not worn under the survival suit (jacket, cap, etc.) as those will be taken off prior to departure.

Prohibited and dangerous goods:

  • Transportation of dangerous goods (HAZMAT) is prohibited. Please refer to the FAA/TSA “Pack Safe for Air Travel guide” for what may be in checked luggage: https://www.faa.gov/hazmat/packsafe
  • There is no carry-on luggage permitted in the cabin. Small items prohibited in checked luggage but allowed in carry-on luggage by the FAA guidance listed above (mobile phones, lighters, vapes, etc.) may be stowed in personal clothing under the survival suit.
  • Informational posters are located at the check-in area and are attached to this sheet.
  • HAZMAT/Dangerous goods discovered that are improperly packaged, not permitted in baggage, leaking, or intentionally concealed are subject to civil and criminal penalties.

Arrival and Check-In

Arrival time:

  • Please arrive at the terminal no later than one hour & 15 minutes prior to your scheduled departure time.
    • Please allow sufficient margin as flights will depart on time.

Check-in:

  • Upon entering the facility, you will be welcomed by our check-in staff. If they are busy, please wait in line until called. The check-in agent may ask you to take a seat and call closer to departure time.
  • Your identity will be verified by your passport. The check-in agent will weigh you, the checked luggage, and ask you to open it for visual inspection.
Note: A valid passport is required for check-in. Check-In can also be refused if the true weight, including clothes and shoes worn on the body as well as personal luggage, exceeds the weight or is unsuitable for air transport. Oversize or overweight baggage must be declared in advance. Check-in may also be refused if the passenger displays signs of intoxication, is non-compliant, rude, belligerent, or otherwise disrespectful to other passengers and staff.

Waiting area:

  • Seating area – There is an area located at check-in to relax prior to departure. Please help yourself to a complimentary coffee or water. Additionally, there are snacks for sale.
  • Bathrooms and smoking area – There are bathrooms and an outdoor seating (smoking) area located outside behind the building.

Safety Briefing & Equipment

Safety Briefing & Equipment

Approximately 45 minutes prior to departure time, passengers will be called and directed to the briefing area located at the rear of the passenger terminal.
  • For your safety, a video with the specific safety aspects of the helicopter, wear of the survival suit and use of the life jacket will be presented.
  • Please pay close attention as the video contains not only important safety information, but also instructions on how to properly don your PPE.

Personal Protective Equipment (PPE):

  • Suits are assigned during the check-in process, labelled, and placed in the changing room.
  • Every passenger is responsible for his or her survival suit from the moment of issue until the return onshore.
  • The life jacket is only for the transport in the helicopter and must be returned to the flight crew after the flight. This will be done by your helideck crew. Exemptions apply but need prior approval.
  • Ear plugs are provided at the airport and additional protection is available in the helicopter. We encourage you to use both for maximum noise reduction.
Note: For logistic reasons, each survival suit must be returned to the same place it was issued. No items may be stowed in the survival suit during the flight.

Boarding

  • When prompted by security personnel, all passengers must proceed to the helicopter without delay. A van may be utilized to transport passengers from the terminal to the helicopter for departure. Passengers are required to follow ground personnel or aircrew directions at any time.

Boarding and disembarking on the helideck

  • The Helicopter Landing Officer (HLO) of the destination is responsible for safety on the helideck. Helicopter doors may only be opened or closed by the HLO or flight crew. In the helicopter, safety belts. may only be opened when prompted by crew or deck personnel. For your own safety, it is imperative that any instructions by the HLO and the flight crew are followed.

Returning to the airport from offshore:

After landing:

  • All passengers must keep their safety belts fastened until the aircraft comes to a complete stop and the flight crew or the ground personnel give instructions to un-buckle and disembark.
  • Passengers will proceed to the arrival area to return the survival suits and life jackets.
  • Passengers are kindly requested to address any difficulties with or damage to personal equipment immediately to our local personnel or their internal single point of contact. Please don’t forget any items in your survival suit.

Customs:

  • Customs inspections may take place unannounced.
  • At this time, passengers coming from vessels that have not been “purged” by customs on initial entry to the United States will be required by Customs and Border Protection to process at TF Green Airport in Providence.
